How was the project design decided upon?

    In the fall of 2024, the City of Quinte West presented two options for the design of the 2nd Dug Hill Road urbanization project:

    • Option 1: 3 m multi-use pathway separated from the road with a boulevard; sidewalk on the west side separated by a grassed boulevard

    • Option 2: 3 m multi-use pathway adjacent to the curb; two on-road cycling lanes with a buffer; sidewalk on the west side separated by a grassed boulevard

    Following a review of public input, cost and constructability, option 1 was selected. 

    What is an asphalt millings pathway?

    Asphalt millings are recycled materials produced by grinding up old asphalt surfaces, which can be reused to create a durable, compact and cost-effective pathway surface. Using asphalt millings offers a cost-effective and environmentally responsible solution by repurposing existing materials. This allows the City to deliver an immediate improvement without significant new material costs.

    Where will the temporary pathway be located?

    The temporary asphalt millings pathway will be located on the east side of 2nd Dug Hill Road from Highway 2 to Appledene Drive.

    How long will the temporary pathway be in operation?

    The temporary pathway will be in operation from November/December 2025 until construction begins for the new permanent sidewalk and multi-use trail, which is scheduled to begin in the spring/summer of 2026.

    Will the temporary pathway have lighting?

    Yes. A lighting review is ongoing to provide the temporary pathway with lighting for pedestrian use.

    Why is the installation of the multi-use pathway now scheduled for spring 2026?

    During the tendering process, a supplier indicated that a critical pipe for the 2nd Dug Hill Road stormwater pond had an 8-week lead time for delivery (due to being back-ordered), which would put the delivery for December 2025. The storm pipe is required to be installed prior to road work taking place.

    With the supply chain delays and winter approaching, the tender schedule was amended for an April 2026 construction start.
