Will construction proceed if COVID-19 is still an ongoing issue?
The revitalization of King & Catherine St, along with Victoria Avenue is deemed an essential project by the City of Quinte West and will proceed as scheduled. The successful Contractor must follow all current Health and Safety guidelines mandated by the provincial and federal governments.
Will the road be closed during construction?
The road will be reduced down to one lane during the day for construction; however there will be times where the work being performed may require closure of the road. Affected residents and Emergency Services will be notified by the Contractor prior to any closures.
Will access to my driveway be maintained?
You will have access to your driveway the majority of the project, except when underground work is being performed directly in front of your property or when concrete curb is being poured. Affected residents will be notified by the Contractor prior to the closure.
Will my private property be damaged?
All driveway asphalt, grass, retaining walls, etc. will be replaced to an existing or better condition if damaged during construction. There will be times when the Contractor is required to disturb private property, such as connecting to existing residential services at the property line or regrading lawns to match the new roadway.
Will my water service be disrupted?
You’re water service will be disrupted when changing over to a temporary water system and then again when the contractor connects you back up to the new watermain. These interruptions can last from a few minutes to a few hours; notice will always be given to the resident prior to the interruptions.
I have a sprinkler system or invisible fencing, will this be affected?
You will be asked to notify the Contractor awarded the project with these concerns prior to construction. If these items are damaged during construction they will be repaired at no cost to the property owner.
What happens if my property or house is damaged during construction?
Prior to the project starting, a pre-construction building inspection is done by a 3rd party Contractor to document the existing condition of each house. In the event that there is damage caused by the work being performed we can review the documents and advise the Contractor of any damage claims. This inspection is not mandatory; however we encourage all residents to participate in the inspection to ensure there are pre-existing condition reports to help in your claim process. These reports are available to each homeowner once completed.
Will any of my trees be removed?
Any residents that have trees within the City’s road allowance or in conflict with existing servicing into their property that need to be removed will be notified prior to commencement of project. The Contractor will also mark these trees prior to their scheduled removal.
What will happen with my garbage and recycling?
Your garbage and recycling will remain the same, please ensure that it is placed on the curb on the scheduled pick up day before 7 am each morning as expected.
What will be the working hours of the Contractor?
Normal working hours are 7 am to 7 pm, Monday to Friday. The Contractor may formally request permission from the City to work beyond these hours or on weekends depending on the reason for the request.
When will the road be completed?
Presently, the project has an expected completion date of fall 2020.
Why does this project include the installation of an active transportation lane?
The design concept and the revitalization of King Street started well over a year ago and included an immense community engagement process which led to the outcome of the design that we are proceeding with today. We asked for and received public input into the design concept of an asphalt paved 3.6 meter wide path on the north side of King street vs the conventional concrete sidewalk.
This input was gathered through a variety of methods, including an online and paper survey, pop up consultations during Festival by the Bay, and a public meeting (July 2019). Through these, we received very favourable responses for the active transportation pathway.
King Street was identified as an active transportation route in the City's Active Transportation Plan, which will eventually tie into the design concept and similar active transportation paths slated for Division Street. The Active Transportation Plan also included extensive public consultation.
